Leaving Oahu feels like a pay cut, because your 2026 BAH falls about 33 to 39 percent when you check in at Norfolk, Oceana or Little Creek, and your Hawaii COLA stops. But the typical Oahu single-family home sold for about $1.18 million in the first half of 2026. In Hampton Roads the medians run $330,000 to $418,000. For many families who rented on Oahu, this is the tour where owning finally makes sense. I am John King, a Navy veteran and REALTOR® with Berkshire Hathaway HomeServices RW Towne Realty, and 189 of my 441 Hampton Roads closings were VA loans, many of them bought by video from a different time zone.
The fleet says Norfolk. The market is all of Hampton Roads: Norfolk, Virginia Beach, Chesapeake, Portsmouth and Suffolk, and I cover every one of them.
A PCS from Pearl Harbor (MHA HI408, Honolulu County, which covers Joint Base Pearl Harbor–Hickam and every other Oahu installation) to Norfolk (MHA VA298) lowers 2026 BAH by about 34 percent for an E-5 with dependents ($3,663 to $2,430) and 36 percent for an O-4 ($4,737 to $3,054), and Hawaii COLA ends. Home prices fall much further: the Oahu single-family median was about $1,180,000 for the first half of 2026, against roughly $330,000 in Norfolk, $415,000 in Virginia Beach and $418,000 in Chesapeake, so a zero-down VA loan inside the new BAH is realistic for most grades. Pearl Harbor surface ships and staffs move to Naval Station Norfolk, Pearl Harbor submarines to the Norfolk sub squadrons, Pearl Harbor Naval Shipyard to Norfolk Naval Shipyard in Portsmouth, Navy medicine to Naval Medical Center Portsmouth, and Coast Guard billets to Portsmouth. Household goods and your car ship by sea, so most families buy by video before they fly. Last reviewed October 15, 2026 · BAH: DTMO 2026 rate tables, effective January 1, 2026 · Hampton Roads medians: REIN MLS / Redfin, 2026 · Oahu median: Honolulu Board of REALTORS®, January–June 2026 · Closing record: REIN MLS, June 2014 – September 2026
Both tables are the official DTMO rates effective January 1, 2026. Oahu is MHA HI408, Honolulu County, the same rate for Pearl Harbor–Hickam, Marine Corps Base Hawaii, Schofield Barracks and Camp Smith. Norfolk is MHA VA298 (Naval Station Norfolk, NAS Oceana, JEB Little Creek, Portsmouth).
| Pay grade | Oahu (HI408) | Norfolk (VA298) | Change |
|---|---|---|---|
| E-4 | $3,333 ($2,598) | $2,229 ($1,707) | −33% |
| E-5 | $3,663 ($2,856) | $2,430 ($1,908) | −34% |
| E-6 | $3,912 ($3,036) | $2,559 ($2,043) | −35% |
| E-7 | $4,098 ($3,348) | $2,604 ($2,235) | −36% |
| O-3 | $4,428 ($3,819) | $2,694 ($2,505) | −39% |
| O-4 | $4,737 ($4,110) | $3,054 ($2,601) | −36% |
| O-5 | $4,959 ($4,224) | $3,318 ($2,625) | −33% |
Why the smaller BAH still buys more. On Oahu, an E-6 with dependents draws $3,912, and the median single-family home sold for about $1.18 million, so most junior and mid-grade families rent. In Hampton Roads the E-6 rate is $2,559 and the city medians sit between $330,000 and $418,000. At current VA rates that range lands near or inside BAH for most grades, with zero down. You are trading a bigger allowance for a smaller one that can build equity. Run your own grade through the Hampton Roads BAH calculator to see the max price and PITI at today’s rate.
Hampton Roads has more installations than any metro in the country. Here is how the Oahu commands usually map, and the neighborhood guide I would start with for each.
Destroyers, cruisers, amphibs and the carriers. The largest naval base in the world. Start with East Beach, Ocean View, Chic’s Beach or Bayside. NSN housing guide →
Norfolk sub squadrons. Same neighborhoods as the surface fleet; many sub families look at Chesapeake for the extra space and the shorter drive to the shipyard.
Shipyard billets and civilians land in Portsmouth. Greenbrier, Great Bridge and Hickory in Chesapeake keep the commute off the tunnels.
Fleet and joint staff tours usually point to Naval Station Norfolk. Officers often look at Norfolk close in, or Great Neck and Alanton for water.
The oldest naval hospital in the country. Portsmouth and the Chesapeake side give you a tunnel-free drive and more house per dollar.
Amphibious, expeditionary and special warfare. Chic’s Beach, East Beach and Bayside keep you off the tunnels. Little Creek guide →
Coast Guard Atlantic Area is headquartered in Portsmouth. Chesapeake and the Portsmouth side of the water keep the commute off the tunnels; call me with the unit and I will map it.
Strike fighter orders point to NAS Oceana in Virginia Beach. Hickam Air Force orders usually point to Joint Base Langley–Eustis on the Peninsula. The full Hampton Roads base guide covers every installation.
Five steps. The ocean changes the order: your household goods and car leave first and arrive last, so the house should be lined up before you fly.
Send me the command, your report date and your must-haves. I send back a market brief within 24 hours: neighborhoods on the right side of the water, price ranges at your new BAH, and commute realities.
Day 1Certificate of Eligibility confirmed, entitlement checked (especially if you own on Oahu with a VA loan), and a real pre-approval, not a pre-qual. Sellers here pick between offers in days.
Week 1Virginia is five to six hours ahead of Hawaii, so a 6 p.m. walkthrough here is your lunch hour. I film everything live, including the flaws, and send recordings you can watch again with your spouse.
Weeks 2–5VA offers written to compete. Inspection on video with the inspector live. The VA appraisal and any repair items handled while your household goods are on the water.
Weeks 5–9Electronic signing or power of attorney. There are no direct flights from Honolulu to Norfolk, so plan a mainland connection. You land to a home that is already yours, not a hotel search while your shipment is in transit.
Report dateProof it works: a family fourteen time zones away bought sight unseen after I walked every candidate home on camera, and a Navy family from Chicago closed on a four-bedroom near Naval Station Norfolk before setting foot in Virginia. Five or six hours is easy.
This decision comes before the Norfolk house hunt, because it sets your entitlement and your cash. Three paths.
Selling and paying off the loan generally restores your full VA entitlement, which means a zero-down purchase in Hampton Roads with no second-tier math, and often equity to spare. I do not sell in Hawaii, but I will personally interview and hand-pick an Oahu listing agent from the Berkshire Hathaway HomeServices network, brief them on your report date, and coordinate the two closings so the dates line up. It costs you nothing extra; their brokerage pays mine a referral fee from their side.
Oahu has deep military rental demand and high BAH, so plenty of families keep a home through a Norfolk tour. The catch is entitlement: a large VA loan on an Oahu home can commit most of it, which can limit what you buy here without a down payment. Managing a rental from 5,000 miles away also means a property manager. We run the number with your lender before you decide, not after.
Some families sell on Oahu, bank the equity, and rent in Hampton Roads for the first year to learn the region. Reasonable, and I will match you with a rental if that is the plan. The cost is that BAH goes to a landlord instead of a mortgage during a period when, across my repeat sales, homes here appreciated at a median 6.25 percent a year.
Hawaii and Virginia both tax income. Military pay is taxed by your state of legal residence, which a PCS does not change by itself, and federal law lets a military spouse elect the service member’s state of residence. The capital gains exclusion on a primary residence has an extension for military members on qualified official extended duty. Confirm all of it with a CPA before you list. The sell-versus-rent framework is on my military landlord guide.
Every figure below comes from my own REIN MLS record, published in full in the 13-year sales study.
I served five years as a Machinist Mate and came to Hampton Roads the same way you are: on orders, with a report date and no local knowledge. I have been licensed since 2013 and have helped hundreds of military families buy and sell here. Families coming off a Pacific tour are often first-time buyers, and that is exactly where a plan built around BAH pays off. The case studies are real transactions with the client’s own review linked.

It goes down by about a third. For 2026, an E-5 with dependents moves from $3,663 in Honolulu County (MHA HI408) to $2,430 in Norfolk (MHA VA298), about 34 percent less. An O-4 with dependents moves from $4,737 to $3,054, about 36 percent less. Hawaii COLA also ends when you leave. Rates are set per Military Housing Area, so every Hampton Roads Navy installation on the Southside pays the same table.
Usually yes, and often for the first time. The Oahu single-family median was about $1,180,000 for the first half of 2026. Norfolk runs about $330,000, Virginia Beach about $415,000 and Chesapeake about $418,000. Even with the lower BAH, a zero-down VA loan at those prices lands near or inside the allowance for most grades.
Pearl Harbor surface ships and fleet staffs go to Naval Station Norfolk. Pearl Harbor submarines go to the Norfolk sub squadrons. Pearl Harbor Naval Shipyard billets go to Norfolk Naval Shipyard in Portsmouth. Navy medicine goes to Naval Medical Center Portsmouth, and Coast Guard billets center on Portsmouth, where Coast Guard Atlantic Area is headquartered.
Yes. Most of John King's Pacific buyers purchase by video: live walkthroughs timed for the five to six hour difference, inspection on camera with the inspector, and remote signing or power of attorney at closing. Because household goods ship by sea, buying before you fly means the shipment has a destination when it lands.
Keeping the VA loan in place leaves part of your entitlement committed to that property. Oahu loans are large, so that can be most of it, which may reduce what you can buy in Hampton Roads without a down payment. Your lender needs to run the exact figure before you decide. Selling and paying off the loan generally restores full entitlement.
Not as the listing agent, since John King is licensed in Virginia. He interviews and hand-picks an Oahu agent from the Berkshire Hathaway HomeServices network, briefs them on your report date, and coordinates the Hawaii closing with your Hampton Roads purchase so the dates and the equity line up. There is no cost to you for the match.
Both states tax income. Military pay is taxed by your state of legal residence, which a PCS does not change by itself, and federal law lets a military spouse elect the service member's state of residence. Virginia property tax rates vary by city. The capital gains exclusion on a primary residence has an extension for military members on qualified official extended duty. Confirm all of it with a CPA before you list.
The flight is a long travel day with a mainland connection, since there are no direct flights from Honolulu to Norfolk. Household goods and your vehicle ship by sea and typically arrive weeks after you do, so families who close before they fly avoid a long temporary lodging stay.
Send your command, report date and whether you own on Oahu. You will hear from me the same day with a market brief built around your orders.
Call or text, any day. Hawaii mornings work; I am five to six hours ahead.
(757) 270-3994What to include: your new command, report date, pay grade and dependents, whether you own on Oahu, and whether you plan to use a VA loan. Everything else we cover on the call.
One conversation covers the Hampton Roads purchase, the Oahu sale or rental, and your VA entitlement, timed to your report date.
