| E-5 | $2,430 | $1,926 | $2,415/mo (P&I+tax+ins) |

Disability rating = funding fee waiver: If you have a service-connected disability rating of 10% or higher, you're exempt from the VA funding fee. On a $390,000 home, that's typically $8,000–$10,000 you keep in your pocket. Call John King at (757) 270-3994 to confirm your eligibility before you start shopping.
Every family has different priorities. Here's how the four main options break down honestly.

See Great Neck market data →The NAS Oceana market is driven by military demand — roughly 10,500 active duty personnel plus civilian employees compete for housing in the same zip codes. That consistent demand base is why home values near Oceana have held steady even when other markets soften.

PCS season tip: The NAS Oceana market gets competitive March through July when PCS orders hit. If your orders are coming in spring or summer, start the mortgage pre-approval process at least 60 days before your report date. Call John at (757) 270-3994 to get connected with a VA-approved lender.

NAS Oceana sits in the heart of Virginia Beach at Oceana Boulevard and London Bridge Road. The base is surrounded by established neighborhoods in every direction.
NAS Oceana is the East Coast Master Jet Base. That means jet noise is part of life in certain parts of Virginia Beach. The AICUZ (Air Installation Compatible Use Zone) program maps exactly where noise and accident potential zones exist. Every home buyer is required to sign a noise zone disclosure before purchasing or leasing property in Virginia Beach. Here is what the zones mean and how they affect your home search.

| Zone | Noise Level | What It Means for Buyers |
|---|---|---|
| Below 65 dB | Minimal | No restrictions. Most neighborhoods fall here. You may hear jets occasionally but it does not affect daily life or property values. |
| 65–70 dB | Moderate | Residential allowed. Noise attenuation required for new construction. Disclosure required at closing. Conversations may be interrupted outdoors during flights. |
| 70–75 dB | Significant | Residential strongly discouraged. Existing homes can be sold but expect lower property values and limited buyer pool. Indoor noise noticeable with windows closed. |
| 75+ dB | Severe | No residential development allowed. Properties in this zone are typically commercial or government owned. Not a factor for home buyers. |
| Zone | Distance | Restrictions |
|---|---|---|
| Clear Zone | 3,000 ft from runway | No development of any kind. Navy owned or easement restricted. |
| APZ-1 | 5,000 ft beyond Clear Zone | Very restricted. No new residential. Existing nonconforming uses may continue at equal or lesser intensity. |
| APZ-2 | 7,000 ft beyond APZ-1 | Moderately restricted. Low density residential may be permitted. Development reviewed on a case by case basis. |
The veteran perspective: Most military families buying near NAS Oceana end up in neighborhoods well outside the significant noise zones. Ocean Lakes, Great Neck, and Red Mill are all below 65 dB. Parts of central Kempsville near Oceana Blvd fall in the 65-70 range — still very livable, but you will hear the jets. I always check the AICUZ map for every property before we write an offer. NAS Oceana started as 329 acres of waterlogged farmland. Today it covers nearly 6,000 acres, supports 250 aircraft, and is the largest employer in Virginia Beach. Here is how a patch of swamp became the center of American naval aviation on the Atlantic coast.
In November 1940, the U.S. Government purchased 328.95 acres of low lying farmland east of Norfolk. The surrounding area was swampy and almost inaccessible, too far from Norfolk for civilian use but close enough to the Atlantic for the Navy's purposes. A small airfield was built with 32 officers and 172 enlisted men assigned as an auxiliary field to the naval complex at Norfolk.
On August 17, 1943, the station was officially commissioned under Lieutenant Jesse A. Fairley. Wartime Congress approved expanded runways and facilities for up to 160 officers and 800 enlisted men. By 1945, the numbers of aircraft and personnel had more than tripled, and the station was providing carrier aircraft support for the fighting fleets of World War II. Aircraft stationed here included the PB4Y Privateer, SB2C Helldiver, F6F Hellcat, TBF Avenger, and F4U Corsair.
By 1952, the growing base could no longer function as a subordinate to other installations. The Secretary of the Navy changed its designation to Naval Air Station. Two years later, the Chief of Naval Operations designated Oceana an all weather air station, and its long runways and isolated location made it ideal for the Navy's new generation of jet aircraft.
On June 4, 1957, the airfield was renamed Soucek Field in honor of Vice Admiral Apollo Soucek, a Navy test pilot who set the global altitude record in 1930 by flying a Curtiss Hawk biplane to 43,166 feet. The Navy's Blue Angels, flying F11F Tigers, headlined the dedication ceremony. Oceana became the center of naval jet traffic in the Tidewater area.
In 1974, the legendary F-14 Tomcat was assigned to Oceana. For three decades, the Tomcat defined the base. In September 2006, Oceana hosted the Tomcat Sunset reunion as the F-14 made its final flight from this field. Between 1998 and 1999, F/A-18 Hornets and Super Hornets arrived from Cecil Field, Florida, completing the transition that made Oceana the sole East Coast Master Jet Base.
NAS Oceana today covers nearly 6,000 acres with over seven miles of runways. It is home to 17 strike fighter squadrons of F/A-18 Hornets and Super Hornets, five Carrier Air Wings, and approximately 25,000 military personnel, family members, and civilian employees. The base also operates Dam Neck Annex and Naval Auxiliary Landing Field Fentress in Chesapeake. The annual NAS Oceana Air Show each September is one of the largest military air shows on the East Coast.
