Built on roughly 100 acres of prime Chesapeake Bay waterfront in Norfolk's East Ocean View area, Ocean View is a Traditional Neighborhood Development (TND) designed in the tradition of Atlantic coastal villages. Construction began in 2004 as part of a city-partnered revitalization of the shoreline — the result is one of the most thoughtfully executed master-planned communities in all of Hampton Roads.
The architecture is unmistakable: beach cottage and traditional homes with wide porches, classic Tidewater proportions, and landscaping that works with the coastal environment. Streets and sidewalks weave around mature trees. Neighbors actually know each other. It's the kind of place people move into and never want to leave.

Ocean View has consistently been recognized as one of the best neighborhoods in America for good reason: attention to detail at every scale.
Ocean View has been a destination since the 1850s — first as farmland surveyed for a resort, then as a trolley park and amusement destination, then as military housing, and now as one of Hampton Roads' most watched waterfront revival stories. Understanding that arc explains why Ocean View feels different from the rest of Norfolk.
In 1854, William Mahone — the civil engineer building the Norfolk and Petersburg Railroad — laid out the streets for what would become Ocean View. Around 1880, railroad executive Walter H. Taylor organized a nine mile narrow gauge steam passenger railroad between downtown Norfolk and Ocean View. The small locomotive, named the General William B. Mahone, hauled families to the Chesapeake Bay on weekends and Sunday outings. By the late 1890s, electric streetcars had replaced the steam engine, and in 1899 the Virginia Electric and Power Company (VEPCO) established the Ocean View Amusement Park at the end of the trolley line. For nearly 80 years, the park was one of the most popular attractions in Hampton Roads — home to the Rocket roller coaster, a dance hall, a boardwalk, and Abe Doumar's waffle cone stand (Doumar's restaurant in Norfolk still operates today). Ocean View was known as the "Coney Island of Virginia."
World War II transformed Ocean View. With Naval Station Norfolk expanding rapidly and thousands of military families flooding into Hampton Roads, Ocean View's proximity to the base made it a natural home for Navy families. Federal housing covering approximately 100 acres of waterfront was constructed — dense, utilitarian, and built quickly. The modest postwar ranches and cottages that dot the neighborhood today were built during this era for military families on enlisted pay. The amusement park continued operating through the 1950s and 1960s as a beloved local institution.
By the 1970s, competition from Virginia Beach's Oceanfront resorts, Busch Gardens Williamsburg, and the expansion of I-64 drew visitors away from Ocean View. The amusement park closed after Labor Day 1978. The following year, the park's iconic Rocket roller coaster was destroyed during filming of the TV movie "The Death of Ocean View Park." The neighborhood's reputation suffered as the federal housing stock deteriorated. By the mid 1990s, portions of the East Ocean View area had deteriorated so severely that the U.S. Navy declared them off limits to active duty personnel.
Norfolk invested heavily in Ocean View's recovery. The city demolished over 1,600 blighted structures in East Ocean View and partnered with developers to create the East Beach waterfront community on the cleared land. Hurricane Isabel in 2003 destroyed the historic Harrison's Fishing Pier, which was replaced by the current Ocean View Fishing Pier — at 1,690 feet, the longest free public fishing pier in the United States. Shore Drive restaurants, breweries, and entertainment venues have driven a genuine revival. The annual St. Patrick's Day Parade, running since 1967, now draws over 60,000 people and is one of the largest in the country.
