Norfolk's most beautiful planned community on the Bay

Built on roughly 100 acres of prime Chesapeake Bay waterfront in Norfolk's East Ocean View area, Ocean View is a Traditional Neighborhood Development (TND) designed in the tradition of Atlantic coastal villages. Construction began in 2004 as part of a city-partnered revitalization of the shoreline — the result is one of the most thoughtfully executed master-planned communities in all of Hampton Roads.

The architecture is unmistakable: beach cottage and traditional homes with wide porches, classic Tidewater proportions, and landscaping that works with the coastal environment. Streets and sidewalks weave around mature trees. Neighbors actually know each other. It's the kind of place people move into and never want to leave.

The Bay Front Club serves as the social heart of the neighborhood — a place where residents gather for sunset concerts on the grass, community events, and the kind of casual connection that's increasingly rare to find. Ocean View has consistently been recognized as one of the best neighborhoods in America for good reason: attention to detail at every scale.

From summer resort to Norfolk's most promising waterfront neighborhood

Ocean View has been a destination since the 1850s — first as farmland surveyed for a resort, then as a trolley park and amusement destination, then as military housing, and now as one of Hampton Roads' most watched waterfront revival stories. Understanding that arc explains why Ocean View feels different from the rest of Norfolk.

The resort era (1854–1940s)

In 1854, William Mahone — the civil engineer building the Norfolk and Petersburg Railroad — laid out the streets for what would become Ocean View. Around 1880, railroad executive Walter H. Taylor organized a nine mile narrow gauge steam passenger railroad between downtown Norfolk and Ocean View. The small locomotive, named the General William B. Mahone, hauled families to the Chesapeake Bay on weekends and Sunday outings. By the late 1890s, electric streetcars had replaced the steam engine, and in 1899 the Virginia Electric and Power Company (VEPCO) established the Ocean View Amusement Park at the end of the trolley line. For nearly 80 years, the park was one of the most popular attractions in Hampton Roads — home to the Rocket roller coaster, a dance hall, a boardwalk, and Abe Doumar's waffle cone stand (Doumar's restaurant in Norfolk still operates today). Ocean View was known as the "Coney Island of Virginia."

The military era (1940s–1970s)

World War II transformed Ocean View. With Naval Station Norfolk expanding rapidly and thousands of military families flooding into Hampton Roads, Ocean View's proximity to the base made it a natural home for Navy families. Federal housing covering approximately 100 acres of waterfront was constructed — dense, utilitarian, and built quickly. The modest postwar ranches and cottages that dot the neighborhood today were built during this era for military families on enlisted pay. The amusement park continued operating through the 1950s and 1960s as a beloved local institution.

The decline and closure (1970s–1990s)

By the 1970s, competition from Virginia Beach's Oceanfront resorts, Busch Gardens Williamsburg, and the expansion of I-64 drew visitors away from Ocean View. The amusement park closed after Labor Day 1978. The following year, the park's iconic Rocket roller coaster was destroyed during filming of the TV movie "The Death of Ocean View Park." The neighborhood's reputation suffered as the federal housing stock deteriorated. By the mid 1990s, portions of the East Ocean View area had deteriorated so severely that the U.S. Navy declared them off limits to active duty personnel.

The revival (2000s–present)

Norfolk invested heavily in Ocean View's recovery. The city demolished over 1,600 blighted structures in East Ocean View and partnered with developers to create the East Beach waterfront community on the cleared land. Hurricane Isabel in 2003 destroyed the historic Harrison's Fishing Pier, which was replaced by the current Ocean View Fishing Pier — at 1,690 feet, the longest free public fishing pier in the United States. Shore Drive restaurants, breweries, and entertainment venues have driven a genuine revival. The annual St. Patrick's Day Parade, running since 1967, now draws over 60,000 people and is one of the largest in the country. Home values have risen consistently as buyers rediscover what drew people here 170 years ago: Chesapeake Bay water, no tunnel, and a 10 minute drive to the base.

John's historical note: Ocean View is one of the few Hampton Roads neighborhoods where the military connection is truly built into the DNA. Navy families have been buying here since the 1940s. The neighborhood understands VA loans, understands PCS timelines, and understands military buyers. That institutional familiarity makes transactions smoother than almost anywhere else in Hampton Roads.

Where is Ocean View and how do you get around?

Ocean View sits at the northern end of Norfolk in the East Ocean View corridor, positioned directly on the Chesapeake Bay where it meets the Atlantic Ocean — giving you bayfront sunsets every evening. Norfolk International Airport is just 10 minutes away, and Downtown Norfolk is a 20-minute drive.

Naval Station Norfolk — the largest naval base in the world — is approximately 15 minutes away, making Ocean View an ideal base for active-duty families. NAS Oceana and JEB Little Creek are 15–25 minutes out. → Naval Station Norfolk Housing Guide Virginia Beach Town Center is approximately 20 minutes away.

Military positioning: As a Navy veteran myself, I specialize in helping military families find the right fit in Hampton Roads. Ocean View's proximity to all three major installations — with no tunnel required for Little Creek — makes it one of the most strategically positioned neighborhoods in the region. VA loan buyers are welcome and well-positioned here.

What most buyers get wrong about Ocean View

13+ years in Hampton Roads. Here's what I see buyers misunderstand about Ocean View — every time.

1

They don't fully grasp how recent this neighborhood is — and why that matters.

Every home in Ocean View was built after 2004. The oldest structures are barely 20 years old. This means you're not buying into 1960s construction with deferred maintenance questions — you're buying waterfront design built to modern code on a master-planned footprint. The HOA infrastructure, the breakwater system, the dune restoration — all of it was engineered as a single system. That's unusual in Hampton Roads and it significantly changes the ownership profile.

2

They assume proximity to the base is a negative — it's actually a feature.

Ocean View is minutes from NOB Norfolk and JEB Little Creek. For military families, that commute reality is a primary driver — and military buyers have historically been among the most stable and consistent segment of the Ocean View market. When orders come, these homes sell. The steady churn of qualified buyers with VA loan access and relocation urgency creates a floor under Ocean View pricing that doesn't exist in most civilian submarkets.

3

They focus on the price and miss the design intent behind it.

Ocean View won the Congress for New Urbanism Charter Award for Most Outstanding Master Plan in North America. Every street orientation, every bayfront green, every beach walkover was deliberate. When you're pricing a home here against a comparable square footage in a conventional subdivision, you're not comparing the same asset. The walkability, the design coherence, and the coastal positioning are structural features — not amenities you can add later.

Ocean View continues to hold its position as one of Norfolk's most coveted waterfront communities. With approximately 12 active listings as of April 2026, avg $/sq ft around $397 (up 9.5% YoY), and a median DOM of 44 days for the boutique inventory that defines this neighborhood, this is a deliberate market — buyers do their homework, and the homes that are priced correctly move. Hampton Roads REIN March 2026 data shows settled sales up 7.06% and pending sales up 11.95% year-over-year — shore Drive corridor demand is strong heading into summer. Waterfront and bay-view properties continue to command premiums well above the neighborhood average.

If You're Buying

Ocean View is competitive, especially at the bayfront and bay-view tiers. The new construction along Shore Drive gives buyers a rare chance to get into Ocean View with modern systems and a warranty. On the resale side, well-priced homes with water views don't wait. Get pre-approved before you start looking. Call me and I'll walk you through what's available right now — including anything not yet on the public market.

If You're Selling

Ocean View sellers benefit from a growing pool of buyers specifically targeting this neighborhood — drawn by the TND character, bay access, and the corridor's ongoing revitalization. $/sq ft is trending up meaningfully. New construction competition at the lower end is real, so presentation and pricing strategy matter. Call me for a no-obligation valuation.

Naval Station Norfolk is approximately 15 minutes away, NAS Oceana and JEB Little Creek are 15–25 minutes away. Norfolk International Airport is only 10 minutes out, which makes PCS transitions significantly easier. As a Navy veteran, I specialize in helping military families navigate this process.

Ocean View is technically in Norfolk, but it shares the personality — and competes on price and lifestyle — with many established Virginia Beach waterfront neighborhoods. It often represents better value per square foot than comparable Virginia Beach communities, with shorter commutes to the airport and naval bases. Why are Ocean View homes so expensive compared to the rest of Norfolk?

Every home was built post-2004 to waterfront design standards, the neighborhood won the highest honor in American urban planning (2011 CNU Charter Award), and the bayfront location with private beach walkovers is irreplaceable. You're paying for a fundamentally different product than a conventional Norfolk home.

Who buys in Ocean View, Norfolk?

Military families at mid-to-senior ranks who value base proximity, design-oriented buyers who understand the new urbanism premium, young professionals drawn to the walkable bayfront lifestyle, and investors who recognize the stable demand floor created by consistent military presence near NOB Norfolk and JEB Little Creek.
