From blighted WWII housing to one of North America's most awarded neighborhood designs
East Beach's story is one of the most dramatic neighborhood turnaround stories in Hampton Roads. In 30 years it went from being declared off-limits to Navy personnel to winning the Congress for New Urbanism's Charter Award for the most outstanding master plan in North America. The land's history before that is just as layered.
1880s
Ocean View Resort Era
A narrow-gauge railroad brings Norfolk residents to the bay
After the Civil War, Ocean View on the Chesapeake Bay became a popular resort destination for Norfolk residents seeking relief from summer heat. A nine-mile narrow-gauge steam passenger railroad — originally called the Ocean View Railroad — was established between downtown Norfolk and Ocean View, with a small locomotive named the General William B. Mahone carrying families to the bay on weekends. The shoreline along what is now Shore Drive was surveyed for lots and began developing as a seasonal residential community. The eastern end of this stretch — today's East Beach area — was among the quieter sections of shore, its geography providing a natural shelter from the Chesapeake Bay's prevailing winds.
1917–1945
Naval Era
World War I and II transform the Ocean View shoreline
When the United States entered World War I in 1917, the Navy established Naval Operating Base Hampton Roads on the Jamestown Exposition grounds at Sewell's Point — just west of Ocean View. By 1923, Norfolk had annexed the Ocean View area to include the naval base and its surrounding beach property. World War II accelerated military housing demand throughout the corridor. By 1960, federal housing covering approximately 100 acres of the East Beach waterfront had been constructed — dense, utilitarian, built quickly and maintained minimally. Within decades, the housing had deteriorated severely.
Mid-1990s
Off-Limits
The area becomes so blighted it's declared off-limits to US Navy personnel
By the mid-1990s, the housing stock had deteriorated to the point that the US Navy declared the East Ocean View area off-limits to active-duty personnel — one of the clearest signals that a neighborhood has reached a crisis point. Rather than pursue incremental rehabilitation, the City of Norfolk made a bolder decision: tear it all down and start over. In October 1993, the Norfolk City Council designated the 90-acre site a redevelopment area. The city, working with the Norfolk Redevelopment and Housing Authority, invested over $50 million in a risk-sharing public-private partnership, acquired and demolished more than 1,600 buildings, and relocated hundreds of residents.
1994–2004
New Urbanism
Duany Plater-Zyberk designs a walkable coastal village from scratch
In September 1994, the city hired renowned New Urbanist firm Duany Plater-Zyberk & Company to design the master plan — the same firm behind Seaside, Florida and dozens of other landmark traditional neighborhood developments. The design preserved mature live oak canopies by relocating streets half a block off the existing grid, creating linear parks where backyards had been. Every north-south street was given a bayfront green and beach walkover. Sand dune restoration, offshore breakwater placement, and native planting stabilized the eroding shoreline. In 2004, the first 17 homes were completed along 25th Bay Street, and a Norfolk Homearama attracted 130,000 visitors — drawing a lottery for future lots.
2011–Today
National Recognition
Charter Award winner — "Most Outstanding Design in North America"
In 2011, East Beach received the Congress for New Urbanism's Charter Award for the most outstanding design and implementation of a master plan in North America — the highest honor in walkable urban design. East Beach was also named the "Most Transformative Residential Project in the Last 25 Years" by the ODU Real Estate Market Review in 2020, and has been featured in Coastal Living, Virginia Living, and US Airways Magazine. Today, the neighborhood continues to expand into the surrounding East Ocean View corridor, with new restaurants, breweries, and retail drawing residents back to a shoreline that a generation ago was one of the most troubled stretches of bay beach in Hampton Roads.

Every home in East Beach was built after 2004. The oldest structures are barely 20 years old.
