Naval Submarine Base New London · Groton, Connecticut → Hampton Roads, Virginia

PCSing to Norfolk from Groton? BAH dips a little. Prices hold. Winters get shorter.

The submarine move from Groton to Norfolk is a lateral one on paper. Your 2026 BAH drops about 6 to 19 percent depending on grade, and home prices land in the same range you left in New London County: about $356,000 in Groton against $330,000 to $418,000 across Norfolk, Virginia Beach and Chesapeake. What really changes is the tunnels, the tax bill and a winter that ends sooner. I am John King, a Navy veteran and REALTOR® with Berkshire Hathaway HomeServices RW Towne Realty, and 189 of my 441 Hampton Roads closings were VA loans, many of them for submarine families.

The boats say Norfolk. The market is all of Hampton Roads: Norfolk, Virginia Beach, Chesapeake, Portsmouth and Suffolk, and I cover every one of them.

In short

A PCS from Groton (MHA CT049, New London, which covers Naval Submarine Base New London and the Coast Guard Academy) to Norfolk (MHA VA298) lowers 2026 BAH by about 6 percent for an E-5 with dependents ($2,580 to $2,430) and 16 percent for an O-4 ($3,654 to $3,054). Home prices are close: the Groton median was about $356,000 for the three months ending September 2026, against roughly $330,000 in Norfolk, $415,000 in Virginia Beach and $418,000 in Chesapeake, so a zero-down VA loan inside BAH works much the same way. Groton submarines move to the Norfolk sub squadrons at Naval Station Norfolk, submarine maintenance billets to Norfolk Naval Shipyard in Portsmouth, Navy medicine to Naval Medical Center Portsmouth, and Coast Guard billets to Portsmouth. The drive is one long day down I-95 in the same time zone. The main changes are tunnel commutes, a different property tax picture and shorter winters. Written and kept current by John King, U.S. Navy veteran and REALTOR® with Berkshire Hathaway HomeServices RW Towne Realty, Virginia license 0225211050, 441 closings across Hampton Roads since 2014, 189 of them VA-financed, 5.0 stars on 117 Google reviews. BAH side by side: Groton vs Norfolk, 2026

Both tables are the official DTMO rates effective January 1, 2026. Groton is MHA CT049, New London (Naval Submarine Base New London, Coast Guard Academy). Norfolk is MHA VA298 (Naval Station Norfolk, NAS Oceana, JEB Little Creek, Portsmouth).

What the lower BAH means in practice. An E-5 gives up about $150 a month; an E-6 about $513. Because prices are similar, the honest move is to set your target payment from the Norfolk BAH, not the Groton one, and pick the city and neighborhood that fit it. Norfolk runs below the Groton median, Virginia Beach and Chesapeake a bit above. Run your own grade through the Hampton Roads BAH calculator to see the max price and PITI at today’s rate.

What changes

  • Property taxes. Connecticut property taxes are among the highest in the country. Hampton Roads city rates generally run lower, so compare the tax line on every listing, not just the price.
  • Tunnels and bridges. The Thames River bridges get traded for three tunnels and two major bridges that back up at shift change. Living on the same side of the water as your command is rule one.
  • Shorter winters. Less snow, fewer heating months, and a hurricane season from June through November instead of nor’easters.
  • A much bigger Navy. More commands, more billets and more follow-on orders in the same region, which makes buying for one tour more likely to turn into two.

What stays the same

  • VA loan inside BAH. Zero down, no PMI, a payment at or under your allowance. With similar prices, the math works the way it did in Groton.
  • Coastal flood awareness. You already know to check elevation near the water. Same discipline here; parts of Norfolk and Virginia Beach are in FEMA zones and I check every property.
  • A market built for the fleet. Remote closings, video showings and VA-fluent lenders are standard. Across the 37 homes I have sold more than once, median annualized appreciation was 6.25 percent.

Base to base: where your Groton command lands in Hampton Roads

Hampton Roads has more installations than any metro in the country. Here is how the Groton-area commands usually map, and the neighborhood guide I would start with for each.

SUBASE New London boats →

Naval Station Norfolk (submarines)

Norfolk sub squadrons. Start with East Beach, Ocean View or Bayside for a short drive to the piers, or Chesapeake for more space. NSN housing guide →

Submarine maintenance →

Norfolk Naval Shipyard, Portsmouth

Boats in the yard and the billets that support them land in Portsmouth. Greenbrier, Great Bridge and Hickory in Chesapeake keep the commute off the tunnels.

Staff and shore tours →

Fleet Forces and staffs, NSN

Submarine force and fleet staff tours usually point to Naval Station Norfolk. Officers often look at Norfolk close in, or Great Neck and Alanton for water.

Naval Health Clinic New England →

Naval Medical Center Portsmouth

The oldest naval hospital in the country. Portsmouth and the Chesapeake side give you a tunnel-free drive and more house per dollar.

Coast Guard Academy and Sector →

Portsmouth and Norfolk

Coast Guard Atlantic Area is headquartered in Portsmouth. Chesapeake and the Portsmouth side of the water keep the commute off the tunnels; call me with the unit and I will map it.

Expeditionary orders →

JEB Little Creek – Fort Story

If the next tour is amphibious or special warfare, Chic’s Beach, East Beach and Bayside keep you off the tunnels. Little Creek guide →

New-construction crews and supervisors of shipbuilding often point to Newport News on the Peninsula. The full Hampton Roads base guide covers every installation, including NAS Oceana.

The I-95 timeline, from orders to keys

Five steps. Same time zone and a one-day drive, so a single weekend trip is realistic, though most families still shortlist by video first.

1

Orders in hand: call me, not the movers

Send me the command, your report date and your must-haves. I send back a market brief within 24 hours: neighborhoods on the right side of the water, price ranges at your new BAH, and commute realities.

Day 1
2

VA pre-approval with a local lender

Certificate of Eligibility confirmed, entitlement checked (especially if your Groton home has a VA loan on it), and a real pre-approval, not a pre-qual. Sellers here pick between offers in days.

Week 1
3

Tour by video, or drive down for a weekend

Live FaceTime walkthroughs fit your evening after duty. If you want one in-person trip, I stack the shortlist into a single Saturday. I film everything, including the flaws.

Weeks 2–5
4

Offer, inspection and appraisal while you pack

VA offers written to compete. Inspection on video with the inspector live. The VA appraisal and any repair items handled while your household goods are in transit.

Weeks 5–9
5

Close, drive down, pick up keys

Electronic signing or power of attorney. Groton to Norfolk is one long day on I-95. You arrive to a home that is already yours, not a hotel search.

Report date

Proof it works: a family fourteen time zones away bought sight unseen after I walked every candidate home on camera, and a Navy family from Chicago closed on a four-bedroom near Naval Station Norfolk before setting foot in Virginia. Groton is a day’s drive.

If you own in Groton: sell, rent, and what it does to your VA entitlement

This decision comes before the Norfolk house hunt, because it sets your entitlement and your cash. Three paths.

Sell the Groton home

Selling and paying off the loan generally restores your full VA entitlement, which means a zero-down purchase in Hampton Roads with no second-tier math. I do not sell in Connecticut, but I will personally interview and hand-pick a southeastern Connecticut listing agent from the Berkshire Hathaway HomeServices network, brief them on your report date, and coordinate the two closings so the dates line up. It costs you nothing extra; their brokerage pays mine a referral fee from their side.

Keep it as a rental

Groton has steady submarine-force rental demand, and plenty of families keep a house through a Norfolk tour, especially if they expect to come back. The catch is entitlement: because Groton and Norfolk prices are similar, keeping a VA loan in place on the Connecticut home can limit what you buy here without a down payment. We run the number with your lender before you decide, not after.

Sell there, rent here

Some families sell in Groton, bank the equity, and rent in Hampton Roads for the first year to learn the region. Reasonable, and I will match you with a rental if that is the plan. The cost is that BAH goes to a landlord instead of a mortgage during a period when, across my repeat sales, homes here appreciated at a median 6.25 percent a year.

Tax and timing notes

Connecticut and Virginia both tax income. Military pay is taxed by your state of legal residence, which a PCS does not change by itself, and federal law lets a military spouse elect the service member’s state of residence. The capital gains exclusion on a primary residence has an extension for military members on qualified official extended duty. Confirm all of it with a CPA before you list. The sell-versus-rent framework is on my military landlord guide.

I served five years as a Machinist Mate and came to Hampton Roads the same way you are: on orders, with a report date and no local knowledge. I have been licensed since 2013 and have helped hundreds of military families buy and sell here. Submarine families know duty sections and long underways better than anyone, and I build the search around that schedule. The case studies are real transactions with the client’s own review linked.

Questions Groton families ask before the move

How does BAH change going from Groton to Norfolk?

It goes down a little. For 2026, an E-5 with dependents moves from $2,580 in New London (MHA CT049) to $2,430 in Norfolk (MHA VA298), about 6 percent less. An O-4 with dependents moves from $3,654 to $3,054, about 16 percent less. Rates are set per Military Housing Area, so every Hampton Roads Navy installation on the Southside pays the same table.

Are Norfolk home prices higher than Groton?

About the same. The Groton median sale price was about $356,000 for the three months ending September 2026. Norfolk runs about $330,000, Virginia Beach about $415,000 and Chesapeake about $418,000. Set your target payment from the Norfolk BAH and a zero-down VA loan works for most grades, as it did in Groton.

Which Hampton Roads base replaces Naval Submarine Base New London?

Groton submarines go to the Norfolk submarine squadrons at Naval Station Norfolk. Boats in maintenance and their support billets go to Norfolk Naval Shipyard in Portsmouth. Navy medicine goes to Naval Medical Center Portsmouth, and Coast Guard billets center on Portsmouth, where Coast Guard Atlantic Area is headquartered.

Do I need a house-hunting trip to Virginia from Groton?

Not required. It is a one-day drive in the same time zone, so some families come down for a weekend, but most of John King's out-of-state buyers purchase by video: live walkthroughs, inspection on camera with the inspector, and remote signing or power of attorney at closing.

What happens to my VA entitlement if I keep my Groton home as a rental?

Keeping the VA loan in place leaves part of your entitlement committed to that property, which can reduce what you can buy in Hampton Roads without a down payment. Because Groton and Norfolk prices are similar, this matters more than it does for families coming from a high-cost station. Your lender needs to run the exact figure before you decide. Selling and paying off the loan generally restores full entitlement.

Can you help me sell my house in Groton?

Not as the listing agent, since John King is licensed in Virginia. He interviews and hand-picks a southeastern Connecticut agent from the Berkshire Hathaway HomeServices network, briefs them on your report date, and coordinates the Groton closing with your Hampton Roads purchase so the dates and the equity line up. There is no cost to you for the match.

How does the tax picture change from Connecticut to Virginia?

Both states tax income. Military pay is taxed by your state of legal residence, which a PCS does not change by itself, and federal law lets a military spouse elect the service member's state of residence. Connecticut property taxes are among the highest in the country, and Hampton Roads city rates generally run lower, so compare the tax line on each listing. Confirm all of it with a CPA before you list.

How long is the drive from Groton to Norfolk?

One long day down I-95 in the same time zone. Families often close in Hampton Roads a few days before the report date, drive down with the household goods in transit, and move straight into a home that is already theirs.
