Bay Island, Virginia Beach: the canal neighborhood where the boat lives behind the house

Bay Island is a two-mile island in North Great Neck with Long Creek on one side, Broad Bay on the other, and a grid of canals in between, so most homes have water at the back fence. A 1991 real estate writer called it “Virginia Beach’s answer to Venice,” and the layout still earns it. I have listed and sold here, including a $1,112,500 Bay Island home that closed with VA financing, and I handle more than my share of the Lynnhaven deep-water market around it. This page is the island as I actually sell it: the two halves, the homes, the docks, the Lesner Bridge clearance, the current numbers and what to check before you write an offer.

Where Bay Island is and how it got here

Bay Island sits in the North Great Neck area of Virginia Beach, reached by the West Great Neck Bridge from the mainland. Long Creek borders it to the north and Broad Bay to the south, both arms of the Lynnhaven River system. Chesapeake Beach and the Lesner Bridge are a short drive west on Shore Drive; First Landing State Park, 2,888 acres of maritime forest, is across the water to the east. Nothing new can be built on either edge, which is a large part of why the island holds value.

A short history

  • Before 1607 Native people lived here long before any development. Historians believe Great Neck Point or Bay Island itself may have been the site of Chesepioc, a major Chesapeake Indian village.
  • 1700s to 1800s Mostly marsh, still joined to the Great Neck mainland.
  • 1940s Broad Bay Colony, the western half, is developed first.
  • 1959 A Norfolk real estate company begins selling lots on the eastern half. The first Bay Island house goes up on Windward Shore Drive.
  • 1960 A tall bridge is built for road access; residents still use it.
  • 1962 An aerial map shows about 33 houses on the island.
  • 1991 A real estate publication calls Bay Island “Virginia Beach’s answer to Venice.”

Why the geography matters to a buyer

  • Two shores, one bridge. Everything on the island is minutes from Shore Drive, and every boat on the island reaches the Chesapeake Bay by the same route: Long Creek to Lynnhaven Inlet, under the Lesner Bridge.
  • A canal grid, not a cul-de-sac grid. The island was laid out with almost as many canals as streets, so backyard water is the norm here rather than the exception. It also means the bulkhead is as much a part of the house as the roof.
  • Protected edges. First Landing State Park across the water and the Lynnhaven River around it mean the view you buy is the view you keep.
  • FEMA flood zones. Much of the island is mapped in a flood zone. Flood insurance is a real annual cost; the elevation certificate and a quote come before the offer.

Two halves of one island

The island is split into two developments. Broad Bay Colony is the western half, the older one; Bay Island proper is the eastern half, platted from 1959. Most residents and most listings say “Bay Island” for the whole thing, and Redfin’s polygon is labeled “Broad Bay Island,” so expect all three names to show up on the same street.

Broad Bay Colony, the western half

Developed in the 1940s, closer to the West Great Neck Bridge and to Shore Drive. The original stock here is older, with a mix of mid-century homes that have been renovated, torn down and rebuilt, or left original for a buyer who wants to do the work. Canal lots and Long Creek frontage both exist on this side.

Bay Island, the eastern half

Lots sold from 1959, with the first house on Windward Shore Drive. The eastern half runs toward First Landing State Park and carries the larger waterfront estates, the deeper canal frontage and most of the big modern rebuilds. Street names follow the sailing theme: Windward Shore, Leeward Shore and the drives that branch off them.

Naming matters when you search. A listing agent may file a Broad Bay Colony house under Bay Island, and a portal may label the whole island something else again. When I pull comps for a Bay Island home I pull the whole island plus the Long Creek and Broad Bay shoreline across the water, then sort by frontage type, because a canal lot and a Broad Bay lot are not the same comp.

The homes: three price tiers on one island

Bay Island is small and inventory is thin; at times only a couple of homes are listed and occasionally a buildable lot comes up. What does list falls into three recognizable tiers, from my neighborhood guide.

About $700K to $1.1M

Entry to the island

Original 1950s and 1960s houses, some brick, that need updating; smaller homes; and water-adjacent lots that are near the canals rather than on them. This is where a buyer who wants the address and is willing to renovate gets in. Appraisals in this tier lean on condition, so budget the work before you bid.

About $1.1M to $1.8M

Updated and waterfront

Renovated homes and canal-front houses with a dock and deep-water access. My own Bay Island listing, a 4,007 sq ft home built in 1995, closed in this band at $1,112,500. Most of the island’s turnover happens here, and this is the tier where VA financing is realistic for a buyer with full entitlement.

About $1.8M to $2.5M and up

The estates

Larger waterfront homes, usually newer construction or full rebuilds, with docks, boat lifts, deep water and in some cases a pool. Recent listings and sales in this tier have reached well above $2 million. Buyers here are almost always cash or large-down conventional, and days on market run longer because the buyer pool is small.

What you are actually buying

  • Bulkhead and dock. Listings here lead with “updated bulkhead” and “dock with lift” for a reason: a failed bulkhead is a six-figure repair and a permit question. Walk it at low tide.
  • Salt and water exposure. Roof, HVAC, windows and every metal component on the water side age faster. Inspect them as waterfront items, not as a standard house.
  • Elevation. Ask for the elevation certificate with the disclosure packet. It drives the flood premium and the lender’s requirement.
  • Original vs. rebuilt. A 1960s original on a canal lot and a 2010s rebuild next door can be $1 million apart. Price the lot and the structure separately in your head.

Who buys here

Boaters and anglers first, then move-up buyers coming from Great Neck, Alanton and Bay Colony who want water at the back fence rather than a view across the street, renovators hunting the original houses, and military households at the senior end of the pay scale who want Little Creek and Oceana both inside a 20-minute drive with no tunnel. Most buyers on this river system start with a specific boat in mind, and the house follows.

Boating and docks: the Lesner Bridge is part of your purchase

Bay Island water leads to Broad Bay and Long Creek, and from Long Creek to Lynnhaven Inlet and the Chesapeake Bay. One structure stands between your dock and open water: the Lesner Bridge on Shore Drive, 45 feet of vertical clearance and no draw span. Center consoles, cruisers and most sailboats clear it; tall-mast sailboats do not. Confirm the clearance against the boat you own before you treat a Bay Island lot as bay access.

Dock due diligence, in order

  • Depth across the tides. Verify navigable depth at the dock and along the canal at low tide, not just at the listing photo’s high tide.
  • Bulkhead condition and age. Ask when it was last replaced and whether the work was permitted. Walk the full length at low tide and look for leaning, voids and washout behind it.
  • Lift and pilings. Boat lift capacity, motor condition, piling condition. A lift rated below your boat is a replacement, not a feature.
  • Permits. Dock, lift and bulkhead work on the Lynnhaven system goes through the Virginia Beach Wetlands Board and the Virginia Marine Resources Commission. Confirm the paper exists for what is in the water.
  • Covered slips and boathouses. Some homes have them. Confirm they are permitted and insured.

On and around the water

  • Broad Bay and Long Creek for boating, kayaking, paddle boarding, jet skis and fishing straight from the backyard.
  • First Landing State Park across the water: 2,888 acres of forest, marsh, quiet bay beaches and about 20 miles of trails, with ample parking off Shore Drive.
  • Chesapeake Beach a short drive west, with the public bay beach at the foot of the Lesner Bridge.
  • Shore Drive dining and marinas. Seafood spots and casual restaurants on the corridor, grocery options, a seasonal farmers market, and marinas on Long Creek for storage and service. Several waterfront restaurants can be reached by boat.

The commute, from the island: JEB Little Creek about 10 to 15 minutes via Shore Drive, no tunnel. Hilltop about 10 to 12 minutes. I-264 about 12 to 15 minutes via Great Neck Road. NAS Oceana about 15 to 18 minutes south, no tunnel. Naval Station Norfolk about 25 to 30 minutes west via I-64, no tunnel. The Oceanfront about 15 minutes east. Bay Island market, October 2026

Redfin’s “Broad Bay Island” polygon is the closest public dataset to the island. It is a small sample, four September sales, so treat the median as a snapshot, not a trend. ZIP 23451 and the city are shown for scale.

Virginia Beach, city$430,000

How to read those numbers

  • $1.48M median on four sales is the estate tier closing, not the island repricing. The year-over-year jump is mostly mix.
  • 106 days versus 14 last year is the honest part: the buyer pool at $1.5 million and up is thin, and a home priced to a neighbor’s aspiration sits. My own listing here took 98 days to contract. Plan for a season, not a weekend.
  • 96.5% of list, 24.9% above list. Sellers still get close to asking when the price is right, and a quarter of sales went over. Overpricing, not the island, is what produces the long days.
  • Median list price above $1.8M and about $421 per square foot was the picture when I wrote the neighborhood guide; the sold median is lower because the originals and water-adjacent homes close too.

Waterfront, from my own 13-year record

  • 70 waterfront closings across Hampton Roads inside my 441.
  • 46 days median to contract on waterfront versus 28 for everything else I sell; detached waterfront 38 days.
  • 40% closed at or above asking. Slow is not the same as discounted.
  • 21% VA financed on my waterfront closings versus 44% overall, and my $1,112,500 Bay Island sale was one of them.

I represented the seller on the Bay Island and Little Neck Cove sales; on the others I represented the buyer. The Quail Point Cove, Alanton and Wolfsnare Plantation homes are on the Great Neck mainland south of the island; Cove Point and Lynnhaven Dunes are on the Shore Drive corridor near Lynnhaven Inlet.

What the Bay Island sale taught me: a seven-figure VA loan closes when the appraiser gets a real comp package and the lender understands the entitlement math up front. The listing was priced to the island’s own closed sales, the comp package went to the appraiser with the contract, and it closed. Listed in November, it still took 98 days, which is the waterfront pace in winter, not a problem with the house. See the documented case studies →

Buying or selling on Bay Island

If you’re buying

  • Start with the boat. Draft, beam and mast height decide which canal, which dock and whether the Lesner Bridge is an issue. Pick the water first, then the house.
  • Three inspections, not one. The house; the bulkhead, dock and lift by someone who does marine work; and the flood picture, meaning the elevation certificate plus a real insurance quote.
  • VA is possible here. With full entitlement there is no VA loan limit; the lender’s jumbo overlay and the appraisal are the real gates. I have closed a VA loan on this island at $1,112,500.
  • Expect thin inventory and patient sellers. When the right house lists, be ready with a clean, fast offer. There may not be a second one this year.
  • Walk the island on a summer Saturday. Boat traffic on the canals and Shore Drive traffic at the bridge are part of the deal.

Buyer’s guide   The A.N.C.H.O.R. plan →

If you’re selling

  • Price to frontage type, not to the island median. Canal, Long Creek and Broad Bay lots are three different comp sets; a four-sale polygon median tells you nothing about yours.
  • Assemble the marine file before listing: bulkhead and dock permits, lift specs, elevation certificate, flood declarations page, survey showing the riparian line. Buyers who get answers at the first showing write offers.
  • Photograph at high tide, list in spring. Across my record, homes I listed in May went to contract in a median of 19 days; October listings took 55.
  • Plan for a season. Waterfront takes a median of 46 days to contract in my book and the estate tier here is running 106 on Redfin’s sample. Do not cut a price that was never the problem.
  • If it already failed once, relist below the old price, never above, and fix the positioning. Listing expired? Start here.

Questions I get about Bay Island

Where exactly is Bay Island in Virginia Beach?

Bay Island is a roughly two-mile-long, quarter-mile-wide island in the North Great Neck area, bounded by Long Creek to the north and Broad Bay to the south, both arms of the Lynnhaven River. It is reached by the West Great Neck Bridge, sits in ZIP 23451, and is a short drive from Chesapeake Beach, the Lesner Bridge and First Landing State Park.

What is the difference between Bay Island and Broad Bay Colony?

They are the two halves of the same island. Broad Bay Colony is the western half, developed in the 1940s. Bay Island is the eastern half, where lots were sold from 1959. Most residents, listings and portals use “Bay Island” for the whole island, and Redfin labels its polygon “Broad Bay Island.”

How much do homes on Bay Island cost?

Three tiers: about $700,000 to $1.1 million for original 1950s and 1960s houses, smaller homes and water-adjacent lots; about $1.1 million to $1.8 million for updated and canal-front homes with docks; and about $1.8 million to $2.5 million and up for the larger waterfront estates. Redfin’s Broad Bay Island median sale price was $1,483,334 for the three months ending September 2026 on a sample of four September sales, and the median list price was above $1.8 million when I wrote the neighborhood guide.

Does Bay Island have deep-water access to the Chesapeake Bay?

Yes. The canals lead to Broad Bay and Long Creek, and Long Creek runs to Lynnhaven Inlet and the bay. The route passes under the Lesner Bridge on Shore Drive, which has 45 feet of vertical clearance and no draw span, so verify the clearance against your own mast height, and verify the depth at the specific dock across the tides.

Can I buy on Bay Island with a VA loan?

Yes, with the right buyer and lender. With full entitlement there is no VA loan limit; the gates are the lender’s jumbo overlay and the appraisal. I listed and closed a 4,007 square foot Bay Island home at $1,112,500 in 2021 with VA financing. The appraisal needs a real comp package built from the island’s own closed sales.

Do I need flood insurance on Bay Island?

Much of the island is mapped in a FEMA flood zone. If the home is in a Special Flood Hazard Area and you have a federally backed mortgage, including VA, flood insurance is required. Under NFIP Risk Rating 2.0 the premium is property-specific, so get the elevation certificate and a real quote before you make an offer, and budget it as a meaningful annual cost.

How long does it take to sell a home on Bay Island?

Longer than the Virginia Beach average. Redfin’s Broad Bay Island sample showed a median of 106 days for the three months ending September 2026 against 14 a year earlier, and my own Bay Island listing took 98 days to contract after a November list date. Across my 70 waterfront closings the median is 46 days to contract, and 40% still closed at or above asking. The price, not the island, sets the pace.

How far is Bay Island from the Navy bases?

JEB Little Creek is about 10 to 15 minutes via Shore Drive with no tunnel. NAS Oceana is about 15 to 18 minutes south, also no tunnel. Naval Station Norfolk is about 25 to 30 minutes west via I-64. Fort Story is at the east end of Shore Drive past First Landing State Park.

What should I inspect on a Bay Island waterfront home?

The bulkhead, dock and lift by someone who does marine work, walked at low tide; the elevation certificate and flood declarations; depth across the tides at the dock; dock and bulkhead permits; and the house itself with salt exposure in mind, meaning roof, HVAC, windows and every exterior metal component on the water side.

Have you sold homes on Bay Island?

Yes. I listed and sold a 4,007 square foot Bay Island home built in 1995 for $1,112,500 in 2021, financed with a VA loan, and I have closed a run of deep-water and waterfront homes on the same Lynnhaven system in Great Neck, Alanton, Little Neck Cove, Cove Point and Lynnhaven Dunes. All are inside the 13-year transaction study on this site and verifiable by any agent with REIN MLS access.
