Cape Henry Towers, Virginia Beach: the bayfront condo tower, unit by unit

Cape Henry Towers is the largest of the three 1975 towers on the Chesapeake Bay side of Shore Drive: 16 floors, 189 units, a private bay beach, and the one building on this stretch that was listed as VA-approved when I wrote its guide. It sits on Page Avenue just east of the Lesner Bridge, between Harbour Gate and the Lynnhaven Inlet. I have closed 13 condos and townhomes on this corridor, including four units in Chesapeake House across the bridge and one in Harbour Gate next door, and I pull this building’s comps floor by floor. This page is the building as a buyer or seller actually needs to understand it.

Facts

  • Address: 3288 Page Avenue, Virginia Beach, VA 23451. Set back from Shore Drive on the bay side, directly on the Chesapeake Bay beach.
  • Built 1975. 16 floors, 189 units. Concrete high-rise with assigned covered parking and guest parking, 24-hour on-site security.
  • Views: north-side units face the open Chesapeake Bay; south and east units look over the Lynnhaven River, the Lesner Bridge and the corridor; corner units get both. The 10th through 12th floors carry the view premium.
  • Amenities: private bay beach access, large pool and green space, fitness center and exercise room, tennis court, putting green, outdoor grills and picnic tables, party room, game room with library, sauna.
  • Management: the association is managed by The Select Group. The condo fee covers water, sewer, basic cable, building maintenance, trash and the common amenities. The fee amount changes; confirm the current figure with the association.

What makes it different from the other two towers

Three towers went up on this bay front in 1975 and buyers lump them together. They should not. Cape Henry Towers is the biggest association, which spreads big-ticket projects across more owners; it has the most amenities on the ground; and it was listed as a VA-approved building when I wrote its guide, which Chesapeake House and Harbour Gate could not say at the time. That last fact alone changes who can buy here, and therefore what a seller can expect.

The trade: it is set back on Page Avenue rather than sitting right at the inlet, and the 1,010 sq ft two-bedroom that dominates the building is a smaller plan than Harbour Gate’s 1,136. You pay less per unit and more per view.

Floor plans and what they sell for

Four plans account for nearly every unit in the building. Prices below are from the ten most recent REIN MLS closings (September 2025 to July 2026). View and floor move a unit within its band.

One-bedroom, 741 sq ft

The smallest plan. The one recent closing, an 11th-floor unit, sold at $325,900, full list, in 42 days: about $440 per sq ft, the highest in the building, because of the floor and the view. Lower-floor 741s list around $250,000.

One-bedroom, 960 sq ft

The larger one-bedroom. Two recent closings at $249,500 (1 day on market) and $275,000 (74 days): $260 to $286 per sq ft. The entry point into the building.

Two-bedroom, 956 to 1,010 sq ft

The building’s standard unit. Four recent closings from $300,000 to $339,900, $297 to $337 per sq ft, at 14 to 111 days on market. The spread inside this one plan is the floor and the direction the balcony faces.

Corner and wrap two-bedroom, 1,320 to 1,558 sq ft

The premium plan: corner units with balconies on more than one side and both the bay and the inlet in view. Three recent 1,558 sq ft closings at $525,000, $525,000 and $549,000, every one at full list, $337 to $352 per sq ft. A 1,320 sq ft penthouse-level unit was listed at $469,000.

How to read the per-square-foot numbers: the same 1,010 sq ft plan closed at $300,000 and $339,900 within two weeks of each other in July 2026. Neither seller was wrong. One faced the parking lot on a low floor; the other did not. In a tower, the comp is the stack, not the building.

Fees, financing and the questions to ask before you write

The VA question

  • Cape Henry Towers was listed as a VA-approved building when I wrote its guide. That is the single most important fact on this page for a military buyer, because most bayfront towers in Hampton Roads are not approved and a VA buyer cannot use the benefit in them.
  • Approval is not permanent. Check the VA condo report or have your lender confirm it before you tour, not after you fall for a view.
  • What the appraiser will look at in a 1975 tower: the unit’s condition, the balcony and sliding doors, any evidence of water intrusion, and the association’s financials.
  • 189 of my 441 closings were VA. On condos the approval list decides the buyer pool before price does; a building on the list has a deeper pool and a seller here should expect VA offers.

Fees and the paperwork

  • The condo fee covers water, sewer, basic cable, building maintenance, trash and the common amenities. It does not cover electric. Compare the all-in monthly against Harbour Gate, whose fee includes electric.
  • Ask for the reserve study and the last three years of special assessments. A 50-year-old tower on salt water carries window, balcony, elevator, garage and facade projects, and EIFS or exterior inspection contingencies have appeared on listings here.
  • Read the master insurance policy for wind and flood coverage and the deductible, and buy an HO-6 policy for the inside of the unit.
  • Right of first refusal: at least one recent listing carried an association first-right-of-refusal contingency. Ask whether it applies and how long the association takes to respond; it affects your timeline.
  • Rental and pet rules are set by the association and are not stated in my guide; get the current bylaws before the offer if either matters to you.

Cape Henry Towers vs. Harbour Gate vs. Chesapeake House

All three were built in 1975 on the same bay front. Here is how they actually differ, from my guides to each building.

Pick Cape Henry Towers if

  • You are using a VA loan and the building is still on the approved list.
  • You want the most amenities on the ground: beach, pool, tennis, putting green, gym, sauna.
  • You want the lowest entry price into a bayfront tower on this corridor.
  • You want a corner wrap unit with two views and are willing to pay the premium for it.

Look next door instead if

  • You want a bigger standard two-bedroom and a fee that includes electric: Harbour Gate.
  • You want to be at the foot of the bridge with the inlet in front of you and a rooftop deck: Chesapeake House, where I have closed four units.
  • You want a smaller association and more parking per unit: the low-rise buildings and townhomes around Ocean Park and Marina Shores.

Where it sits

The bridge and the inlet

The Lesner Bridge is a short walk west. The building looks at it from the south and east sides, and the 45-foot clearance under it is why so much of the Lynnhaven boating fleet passes in front of the building every weekend.

On the water

Lynnhaven Boat Ramp at 3576 Piedmont Circle, Marina Shores Marina on Long Creek (2100 Marina Shores Dr) and Long Bay Pointe Marina on the Lynnhaven (2150 W. Great Neck Rd) are all minutes away. Pleasure House Point Natural Area is across the inlet.

Shopping and dining

Lynnhaven Square Shopping Center is just west of the building, with the Shore Drive Farm Market on Saturdays. The Chic’s Beach restaurant strip is across the bridge.

The bases

JEB Little Creek is about 4.4 miles west on Shore Drive. Fort Story and Cape Henry are about five miles east past First Landing State Park. NAS Oceana and Naval Station Norfolk are each 20 to 30 minutes.

Across the river

The Town Center skyline is visible across the Lynnhaven from the south-facing units. Great Neck Road behind the building is the route to Hilltop, the Oceanfront and Oceana.

Flood and wind

Bayfront. Expect a FEMA AE or VE designation on the parcel; the master policy covers the structure and your HO-6 covers the unit. Get the master policy declarations before you write.

Buying or selling in Cape Henry Towers

If you’re buying

  • Confirm VA approval first if you are using the benefit. Then shop the stack: the same plan is a different price on floor 3 and floor 11.
  • Walk the unit at the time of day you will live in it. West sun on a bay balcony in July is a different experience from a morning coffee on the east side.
  • Get the documents before the inspection: reserve study, assessment history, master policy, bylaws, and whether first right of refusal applies.
  • Inspect the sliders, the balcony and the HVAC. Those are the three things that fail in a 1975 bay tower, and they are the things the association does not pay for.
  • Move on full-list units. Six of the last ten closings went at full price; the corner units that are priced right go in under a month.

If you’re selling

  • Price to your stack, not the building average. A $327,950 building median tells a corner-unit seller nothing and misleads a low-floor one-bedroom seller.
  • Lead with the VA status. It widens your buyer pool past every competing tower on the corridor. Make sure your listing says it.
  • Assemble the condo package up front. Buyers who get the reserve study and master policy at the first showing write offers; buyers who wait two weeks drift.
  • Photograph the view at the right hour and get the balcony in the first three photos. The view is the product.
  • If it already failed once, relist below the old price, never above, and fix the positioning. A failed listing is a positioning problem, not a building problem.

Questions I get about Cape Henry Towers

Where is Cape Henry Towers?

3288 Page Avenue, Virginia Beach, VA 23451, on the Chesapeake Bay just east of the Lesner Bridge, between Harbour Gate and the Lynnhaven Inlet. Lynnhaven Square Shopping Center is next door to the west and JEB Little Creek is about 4.4 miles away.

How much do units in Cape Henry Towers cost?

The ten most recent closings (September 2025 to July 2026) ran from $249,500 for a 960 sq ft one-bedroom to $549,000 for a 1,558 sq ft corner two-bedroom, with a median of $327,950. The standard 1,010 sq ft two-bedroom closed between $300,000 and $339,900. Floor and view move a unit within its band.

Is Cape Henry Towers VA approved?

It was listed as a VA-approved building when I wrote its guide in 2026, which makes it unusual among the bayfront towers on Shore Drive. Approval can change, so check the VA condo report or have your lender confirm it before you tour.

What does the condo fee cover?

Water, sewer, basic cable, building maintenance, trash removal and the common amenities. It does not cover electric. The fee amount changes; confirm the current figure with the association before closing.

What amenities does the building have?

Private Chesapeake Bay beach access, a large pool and green space, a fitness center and exercise room, a tennis court, a putting green, outdoor grills and picnic tables, a party room, a game room with library, a sauna, 24-hour on-site security, and assigned covered parking plus guest parking.

How big are the units?

One-bedrooms run about 741 to 960 sq ft, the standard two-bedroom about 956 to 1,010 sq ft, and the larger corner and wrap two-bedrooms about 1,320 to 1,558 sq ft with balconies on more than one side.

How fast do units sell?

The last ten closings took a median of 34.5 days on market, from 1 day to 137. Six of the ten closed at full list price and the average sale-to-list ratio was 98.8%.

Which floors and views are worth the most?

North-facing units look at the open bay, south and east units look at the Lynnhaven River and the Lesner Bridge, and corner units see both. The 10th through 12th floors carry the premium. The one recent 741 sq ft closing on the 11th floor sold at about $440 per sq ft, far above the rest of the building, on the strength of the floor and the view.

How does it compare to Harbour Gate and Chesapeake House?

Cape Henry Towers is the largest association (189 units), has the most amenities and the lowest entry price, and was listed as VA-approved. Harbour Gate has a larger standard two-bedroom (1,136 sq ft) and a fee that includes electric. Chesapeake House sits at the west foot of the bridge with the inlet in front and a rooftop deck. All three were built in 1975.

Have you sold in Cape Henry Towers?

Not yet in this building, and I say so. I have closed 13 condos and townhomes on the Shore Drive corridor, including four units in Chesapeake House and one in Harbour Gate, and 16 sales in the corridor overall. The comps I pull here are the building’s own closings, stack by stack, which is what the price actually depends on.
