Home buying for Hampton Roads teachers, nurses, first responders and public servants: the grants that fit your job, in the order that keeps them.

If you teach, nurse, police, fight fires, run an ambulance, care for children or serve in uniform, Virginia has money set aside to help you buy your first home, and most people in those jobs never hear about it. The biggest is the $10,000 Virginia Housing Community Heroes Grant, which never has to be repaid. Hampton Roads adds regional and city programs on top, and HUD's Good Neighbor Next Door offers 50 percent off the rare home that qualifies. This page lists what actually applies here, what each program's catch is, and the order to do things in so the money is still there at closing. I am John King, a Navy veteran and REALTOR® with Berkshire Hathaway HomeServices RW Towne Realty, with 441 closings in Hampton Roads since 2014, and I schedule everything around your shifts.

In short

Teachers and school staff, healthcare workers, law enforcement officers, firefighters and first responders, childcare workers, active duty military, veterans, Coast Guard, National Guard and Reservists, and retirees of those careers can qualify for Virginia Housing's Community Heroes Grant: $10,000 toward the down payment and closing costs for first-time homebuyers, never repaid, used with a Virginia Housing bond loan within its income and price limits, and combinable with other Virginia Housing grants and outside assistance. In Hampton Roads, eligible buyers can also look at the Virginia Housing Down Payment Assistance Grant; the regional down payment program covering Chesapeake (up to $25,000), Portsmouth (up to $20,000), Isle of Wight and Smithfield and several Peninsula localities, but not Virginia Beach; Norfolk's HomeNet programs (up to $40,000 for eligible first-time buyers); and HUD's Good Neighbor Next Door, which gives full-time police, pre-K to 12 teachers and firefighters or EMTs 50 percent off a HUD-owned home in a revitalization area for a 36-month occupancy commitment, though such homes are rare locally. The order matters: choose a Virginia Housing-approved lender, take the homebuyer course, get pre-approved with the grants included, and get local program approval before signing a contract. Who this is for

Hampton Roads runs on shift work: the shipyards, the hospitals, the school divisions, the police and fire departments of seven cities, and the bases. The people who do those jobs buy homes on schedules most buyers never deal with. Here is what I hear most from each, and what I do about it.

Educators and school staff

Teachers, aides, counselors, bus drivers, cafeteria and front-office staff

The challenge is the school calendar. Most teachers want to close in the summer so nobody changes schools mid-year, which means house hunting in the spring, when competition is highest. I start the program approvals in winter so you are ready to write a strong offer the week the right home lists.

Healthcare workers

Nurses, techs, therapists, EMS-adjacent and hospital staff

Twelve-hour shifts and rotating weekends make the usual Saturday open house useless. I schedule showings around your shifts, send live video walkthroughs while you are working, and map the commute to your hospital at shift-change hours, not at noon.

Police, fire, EMS and dispatch

Sworn officers, firefighters, paramedics, EMTs and 911 dispatchers

Kelly schedules and mandatory overtime mean your free days move. Some departments also have residency or response-time preferences. I keep a ready short list, write offers electronically, and check the drive to your station or precinct before you fall for a house.

Childcare workers

Daycare teachers, center staff and licensed home providers

Virginia Housing names childcare workers in its Community Heroes Grant, and most people in the field do not know it. If you run a licensed home daycare, zoning and HOA rules matter before you buy; I read them with you during the contingency period.

Military, Guard, Reserve and Coast Guard

Active duty, veterans and retirees

You are on the Community Heroes list too, and the VA loan is often the stronger tool. My PCS guide and BAH calculator and first-time VA buyer guide cover the military side in depth.

Retired from any of the above

Retired teachers, nurses, officers and firefighters

Virginia Housing includes retirees of qualifying careers. If you are buying your first home after a career spent renting near work, or after a divorce or a move, the grant may still apply. The first-time buyer definition is the question; your lender answers it.

The programs that actually apply in Hampton Roads

These are the programs I check for every public-service buyer, with what each one offers and the catch. I verified each against the program's own website on November 3, 2026. Programs, limits and funding change, so a Virginia Housing-approved lender confirms the current terms before you rely on any of them.

ProgramWhat it offersWho qualifiesThe catch
Virginia Housing Community Heroes Grant$10,000 toward down payment and closing costs. A grant, never repaid.First-time buyers who work in or retired from education and school personnel, childcare, law enforcement, fire and first response, healthcare, the military (active, veteran, Coast Guard, Guard, Reserve). One qualifying borrower per household.Must use a Virginia Housing bond loan (Conventional, FHA, VA or RHS); income and price must be within Virginia Housing's bond limits; certification before closing.
Virginia Housing Down Payment Assistance GrantA grant toward the down payment, never repaid. Amount set by Virginia Housing's current guidelines.Qualified first-time buyers, or repeat buyers in Virginia Housing's Areas of Economic Opportunity, any occupation.Virginia Housing bond FHA or Conventional loan only; income and price limits apply. Can be paired with non-Virginia Housing assistance.
HUD Good Neighbor Next Door50% off the list price of a HUD-owned home, as a forgivable silent second mortgage.Full-time law enforcement officers, pre-K to 12 teachers, and firefighters or EMTs.Only HUD homes in designated revitalization areas, listed for seven days on HUDHomeStore.gov; lottery when several buyers apply; you must live in it 36 months. Rare in Hampton Roads.
Regional Down Payment Assistance (HRPDC)Based on need: up to $25,000 in Chesapeake, up to $20,000 in Portsmouth, up to $14,500 in Isle of Wight and Smithfield, and 10% of price up to $14,500 in James City, York, Gloucester, Poquoson and Williamsburg.Income-eligible first-time buyers in the participating localities, any occupation.Homebuyer course and pre-approval from a Virginia Housing-approved lender first; at least 1% of the price from your own funds; approval before you ratify a contract; occupancy agreement. Virginia Beach is not a participating locality.
Norfolk HomeNet (NRHA)HOME program: up to $40,000 down payment and closing cost help at or below 80% of area median income. Homeward Norfolk: up to $40,000 at 80 to 120% of AMI in Ingleside, Monticello Village and Oakdale Farms. VIDA matched savings, $2 for every $1 up to $4,000.First-time buyers purchasing in Norfolk, any occupation; no home ownership in the past three years.Income limits, a minimum household income, homebuyer education, and funding that is limited each year. Call HomeNet before you shop.
VA home loanOften no down payment and no monthly mortgage insurance.Eligible veterans, active duty, and many Guard and Reserve members and surviving spouses.Funding fee unless exempt; appraisal and property requirements. See the first-time VA buyer guide.

The honest part: most of the money here comes from Virginia Housing and the city programs, not from occupation-only deals. The Community Heroes Grant is the one built for your job. Good Neighbor Next Door makes headlines, but in Hampton Roads it is a lottery on a handful of HUD homes a year. Plan around the grants and treat Good Neighbor Next Door as a bonus if one comes up.

What the grants can do on a real purchase

An illustrative example, not a quote. Your lender's figures, the current limits and your own approval govern.

A first-time buyer, a nurse, buying a $300,000 townhome in Chesapeake
Virginia Housing FHA bond loan, 3.5% minimum down = $10,500
Community Heroes Grant = −$10,000
Down payment still needed from savings ≈ $500
Closing costs: possibly reduced by the regional Chesapeake program, if income-eligible and approved first
Real estate tax at Chesapeake's 1.01% ≈ $253 / mo

What this example shows

  • On a modest first purchase, the $10,000 grant can cover nearly the whole FHA minimum down payment.
  • The money is never repaid, but it only works with a Virginia Housing bond loan, so the lender choice comes first.
  • Income and price limits decide eligibility, not the job alone. A two-income household can earn too much for some programs and still qualify for others.
  • The monthly payment, not the down payment, decides whether the house works. I run the all-in monthly (principal, interest, tax, insurance, HOA and mortgage insurance) before you tour.

The order that keeps the grant money

Most program money is lost to sequence, not eligibility. Someone signs a contract before the regional program approves them, or picks a lender who does not offer Virginia Housing loans. This is the order I run, built on my A.N.C.H.O.R. Plan for buyers.

1

Pick a Virginia Housing-approved lender

The grants only attach to Virginia Housing loans. Ask the lender directly whether they originate Virginia Housing bond loans and the Community Heroes Grant.

Week 1
2

Take the homebuyer course

Several programs require it, and the regional program wants it done before you apply. Do it early so it never holds up an offer.

Weeks 1 to 2
3

Get pre-approved with the grants in the numbers

The pre-approval should show the loan type, the grant or grants, your cash to close and the price range that fits the limits.

Weeks 2 to 3
4

Apply for local help before you shop

The Chesapeake, Portsmouth and Peninsula regional program and Norfolk's HomeNet programs need approval before you ratify a contract.

Before touring
5

Shop inside the limits, around your shifts

I filter to homes under the program price limit, in the commute you can live with, and show them on your schedule.

Weeks 3 to 8
6

Write the offer for a program loan

Program loans can need a little more time to close. I build that into the contract and explain it to the listing agent up front so it reads as a strong offer, not a risky one.

Offer
7

Certify and close

The Community Heroes certification is completed before closing. Your lender tracks the program paperwork; I track every contract deadline.

Closing

Where the jobs are, and the neighborhoods that fit the commute

The commute matters more on a 12-hour shift than on any other schedule. These are the region's large public-service employers and the area guides I send buyers to first. A neighborhood that fits is about drive time and price limit, not about who lives there.

I served five years as a Navy Machinist Mate before I became a REALTOR®, and I have spent 13+ years in Hampton Roads real estate, licensed since 2014. A large share of my buyers work the jobs this page is written for, on the ship, in the hospital, in the classroom or on the truck, and the 189 VA-financed closings in my record mean I know how a program loan changes the timeline and the offer. The documented case studies show how I run a purchase when the schedule is tight.

Questions teachers, nurses and first responders ask about buying in Hampton Roads

What is the Virginia Housing Community Heroes Grant?

It is a $10,000 grant from Virginia Housing toward the down payment and closing costs for first-time homebuyers who work in, or are retired from, a qualifying public-service career. It is a true grant that never has to be repaid. It must be used with a Virginia Housing bond loan (Conventional, FHA, VA or Rural Housing Service), household income and the sales price must be within Virginia Housing's bond limits, and the borrower completes a Community Heroes certification before closing. Confirm current terms with a Virginia Housing-approved lender.

Who counts as a Community Hero for the Virginia Housing grant?

Virginia Housing lists educators and school personnel, childcare workers, law enforcement officers, firefighters and first responders, healthcare workers, active duty military and veterans, the Coast Guard, National Guard and Reservists, and retirees of those professions. Only one borrower in the household needs to qualify. Your Virginia Housing-approved lender confirms eligibility for your specific job.

Can I combine the Community Heroes Grant with other down payment help?

Virginia Housing says the Community Heroes Grant can be combined with its other specialty grants and with assistance from outside Virginia Housing, such as a city or regional down payment program. Each program has its own income limits, price limits and approval steps, and some must approve you before you sign a purchase contract, so the order matters. A Virginia Housing-approved lender structures the combination before you make an offer.

Does the HUD Good Neighbor Next Door program work in Hampton Roads?

It can, but listings are rare. Good Neighbor Next Door offers full-time law enforcement officers, pre-K through 12th grade teachers and firefighters or EMTs 50 percent off the list price of a HUD-owned home in a designated revitalization area, in exchange for living in it as your primary residence for 36 months. Eligible homes appear on HUDHomeStore.gov for seven days, and when more than one eligible buyer submits interest the buyer is chosen by random lottery. It is worth watching, but it should not be your only plan.

Is there down payment assistance in Virginia Beach for first-time buyers?

Virginia Beach is not part of the regional down payment assistance program offered in Chesapeake, Portsmouth and several Peninsula localities, according to the program's own FAQ. Statewide Virginia Housing programs, including the Community Heroes Grant and the Down Payment Assistance Grant, are available to eligible buyers in Virginia Beach. Norfolk has its own programs through the Norfolk Redevelopment and Housing Authority's HomeNet center.

Do I have to be a first-time homebuyer to get these grants?

For the Community Heroes Grant, yes, as Virginia Housing defines first-time homebuyer in its guidelines. The Virginia Housing Down Payment Assistance Grant is available to qualified first-time buyers and to repeat buyers purchasing in Virginia Housing's Areas of Economic Opportunity. City and regional programs set their own definitions; Norfolk's HomeNet programs, for example, require no home ownership in the past three years. Your lender checks the definition that applies to you.

I work nights or rotating shifts. How does house hunting work?

Around your schedule. I show homes early mornings, evenings and on your days off, send live video walkthroughs when you are on shift so you can rule homes out from the break room, and keep a short list ready so your one free afternoon is spent on the three homes that actually fit. Offers are signed electronically, and inspection and appraisal dates are set around your schedule from the start.

I am a veteran and a nurse. Should I use a VA loan or a Virginia Housing loan?

It depends on the numbers, and you may be able to have both: Virginia Housing offers a VA bond loan, and the Community Heroes Grant lists veterans and healthcare workers among eligible buyers. A standard VA loan often needs no down payment at all, so the grant may matter more for closing costs. A Virginia Housing-approved lender should price both options side by side. I have closed 189 VA-financed purchases and can tell you how each one changes the offer.
