Chic's Beach is one of the most varied real estate markets in all of Hampton Roads. That is both an opportunity and a source of confusion for buyers who are coming in without context. Let me give you the honest picture of what you are walking into before you start making offers.
The Price Range Is Wide
The Chic's Beach market runs from approximately $350,000 for condos and two bedroom units all the way to $3 million and beyond for bayfront estates with private docks. The median sale price is approximately $587,000, with an average price per square foot around $390. Average days on market sits at roughly 40 days, but that number is deceptive. Water adjacent and bay view properties move significantly faster. A well priced home near the water can move in days.
Here is a general framework for what different budgets get you:
Condos and two bedroom units typically fall in the $350,000 to $600,000 range. These are popular with investors and first time buyers, and they absorb quickly because military renters and young professionals both compete for them.
Duplexes and townhomes land between $600,000 and $900,000. New construction in this format is common here. Builders have been replacing older beach bungalows with three story two unit structures, and the market supports that format well at this location.
Single family ranch and colonial style homes in the $800,000 to $1.2 million range offer four to five bedrooms, oak canopy lots, and the kind of square footage that works for larger families.
Bayfront waterfront estates start around $1.5 million and go well past $3 million. These come with private boat docks, premium bay frontage, and square footage that can exceed 6,000 square feet.
The Rental Case for Investors
If you are buying as an investment, Chic's Beach is one of the stronger options in Virginia Beach. The proximity to Joint Expeditionary Base Little Creek and Fort Story creates consistent military renter demand that does not evaporate between seasons. Rental rates range from approximately $1,800 to $4,500 or more per month depending on size, condition, and water proximity. PCS season in spring and summer is historically when inventory gets absorbed fastest. If you plan to hold the property through a future move, this corridor has the fundamentals to support it.
What the Market Is Doing
The market is currently active. There are approximately 17 active listings with a median list price of $684,000. The $500,000 to $800,000 range is where military families and lifestyle buyers most directly compete, and inventory at that price point is limited relative to demand. If you are shopping in that range, you need to be ready to move.
Chic's Beach is not a starter neighborhood in the traditional sense, but first time buyers who approach it with the right loan structure and the right entry point get in. Virginia's definition of a first time buyer is broader than most people assume: you qualify for most Virginia Housing programs if you have not owned a primary residence in the past three years, and single parents or displaced homemakers who only owned with a former spouse or partner also qualify. The most accessible entry point is the condo and two bedroom tier in the $350,000 to $500,000 range, typically in Lynnhaven Shores and the duplex corridor along Shore Drive; these absorb quickly in PCS season, so come in pre-approved. Duplexes in the $600,000 to $750,000 range are the next tier, popular with buyers who rent one unit to offset the mortgage given the military renter demand from Little Creek.
Virginia Housing runs one of the more generous state assistance programs in the country. The Down Payment Assistance Grant provides up to 2 percent of the purchase price toward closing costs and does not have to be repaid, paired with an eligible Virginia Housing loan (minimum 640 credit score for conventional; income limits apply). The Plus Second Mortgage pairs a Virginia Housing first mortgage with a second to eliminate or reduce the down payment, with household income limits from roughly $90,000 to $174,000 depending on household size. The state HOMEownership program offers a forgivable loan of 10 to 15 percent of the purchase price plus up to $2,500 in closing costs for low to moderate income buyers, with a five to fifteen year occupancy requirement. The City of Virginia Beach also runs its own program through Housing and Neighborhood Preservation (757-385-5750), including a closing cost grant for veterans using a VA loan. Most programs require a 620 minimum score, a 45 to 50 percent debt to income ceiling, a Virginia Housing approved homebuyer education course, and a minimum 1 percent borrower contribution; verify current limits at virginiahousing.com or with a lender. Beyond those, FHA (3.5 percent down, scores as low as 580 in some cases, with a mortgage insurance premium), Virginia Housing's 3 percent down conventional program, and its No Mortgage Insurance 30 year fixed program are the other main paths. The average first time buyer in Virginia Beach puts down roughly $38,268 according to LendingTree; a VA eligible buyer can redirect that entirely to reserves.
The three mistakes first time buyers make here: starting the search before the financing conversation, underestimating the ongoing cost of coastal ownership (flood insurance is a separate policy that varies by parcel, and condo HOA fees and rental restrictions vary widely), and shopping at the top of the budget with no reserves for the maintenance a bay side home needs.
Waterfront here is not one category. Direct bayfront homes with private docks start around $1.5 million and run well above $3 million. Bay adjacent homes within a block or two of beach access range from the upper $700,000s into the low millions. Canal front properties on the interior waterways off the Lynnhaven Inlet and creek front homes backing to Long Creek vary widely based on water depth, dock access, and navigation to open water. Each type carries a different price, flood profile, lifestyle, and resale buyer pool, so know exactly which one you are buying before any other question.
Flood zones are the most important due diligence step. Two homes on the same street can carry different designations and premiums that differ by thousands of dollars a year. Zone VE is the coastal high hazard area with mandatory insurance and the highest premiums; Zone AE is the 100 year floodplain with mandatory insurance on federally backed mortgages and premiums driven by the home's elevation relative to FEMA's Base Flood Elevation; Zone X is lower risk with no federal mandate. Under FEMA's Risk Rating 2.0, premiums are property specific, so two homes in the same zone can be priced differently; request an elevation certificate and a written quote before you make an offer, and factor the premium into your payment the way you would taxes and homeowners insurance. Look up any parcel at dcr.virginia.gov or msc.fema.gov, or call the Virginia Beach Planning Department at 757-385-4621 for a determination.
Structural due diligence is different on the water. Verify pilings and elevated foundations and the lowest finished floor relative to the BFE; get a separate marine inspection for docks, lifts, and bulkheads, since a deteriorated bulkhead can run into the tens of thousands to replace; and expect salt air to shorten the life of windows, doors, siding, and roofing. On riparian rights, Virginia owners along tidal waterways generally hold the right to use adjacent water, but dock permits, pier construction, and shoreline modification run through the Virginia Marine Resources Commission, so confirm the permit status of existing structures and the feasibility of future ones before closing. Despite the extra steps, bayfront along Shore Drive cannot be created and the Little Creek and Fort Story demand base does not evaporate, which is why waterfront here has held value through cycles.
What to Do Before You Start
Get pre-approved before you start seriously shopping in this market. If you are eligible for a VA loan, that conversation happens before everything else. The competitive advantage a VA loan provides in this specific market is real, and I have seen it make the difference in multiple offer situations.
Call me before you start the search. I can walk you through current inventory, recent comparable sales, and what realistic expectations look like based on your budget and timeline.
