What Is It Like to Live Near JEB Little Creek? A Chic's Beach Perspective

August 05, 20269 min read

I am a Navy veteran. I know what it means to receive orders, pull up a map of a city you have never lived in, and try to figure out where to put down roots before the movers show up. I know what it means to make that decision under time pressure, from thousands of miles away, with a family counting on you to get it right.

So when I tell you that Chic's Beach is the best positioned neighborhood in Hampton Roads for personnel assigned to Joint Expeditionary Base Little Creek, I am not saying that as a sales pitch. I am saying it as someone who understands the mission and has spent more than a decade watching military families make this decision from both sides of the desk.

Here is the honest, complete picture of what it is like to live near JEB Little Creek from a Chic's Beach perspective.

What JEB Little Creek Actually Is

Joint Expeditionary Base Little Creek, officially designated Joint Expeditionary Base Little Creek-Fort Story, was established on October 1, 2009 when Naval Amphibious Base Little Creek and the Army's Fort Story completed a two-year merger into one joint base. It was the first joint base in the Hampton Roads region.

The Little Creek installation totals 2,120 acres of land in Virginia Beach. Fort Story sits at Cape Henry at the entrance to the Chesapeake Bay. The combined installation spans approximately 4,000 acres across multiple locations in three states.

JEB Little Creek-Fort Story is the largest amphibious operating base in the world. Its mission is to support 27 home ported Navy vessels and over 15,000 personnel as a major operating base for Atlantic Fleet amphibious and expeditionary missions. Major tenant units at the Little Creek installation include Explosive Ordnance Disposal Group Two, Naval Beach Group Two, Naval Construction Force, Naval Special Warfare Group Two, Naval Special Warfare Group Four, Tactical Air Control Group Two, the 11th Transportation Battalion, the Naval School of Music, and the Navy Expeditionary Combat Command.

The base is sometimes referred to as the Pearl by the Bay, a nickname that reflects both its Chesapeake Bay location and its significance as a premier installation for expeditionary forces.

The Commute From Chic's Beach

This is where the conversation starts for every military family evaluating Chic's Beach. The numbers are straightforward.

The JEB Little Creek gate on Shore Drive sits directly adjacent to the Chic's Beach neighborhood. Drive time from most Chic's Beach addresses to the Little Creek gate is approximately five minutes in normal traffic conditions. SEAL Team members and other personnel assigned to Little Creek can and do run or bike to work from their front door in Chic's Beach. That level of proximity to a major military installation does not exist anywhere else in Virginia Beach at comparable price points.

For personnel at Fort Story, which sits at the eastern end of the Shore Drive corridor near Cape Henry, the commute from Chic's Beach runs approximately 15 to 20 minutes east along Shore Drive. That remains among the shortest commutes to Fort Story available in the Hampton Roads market.

For personnel with orders to Naval Station Norfolk, the commute from Chic's Beach is approximately 20 to 30 minutes depending on traffic and the specific reporting location on base. NAS Oceana runs approximately 20 to 30 minutes as well. Dam Neck Annex is accessible via Shore Drive and Interstate 264.

The BAH Picture for 2026

Understanding Basic Allowance for Housing is essential before you start seriously shopping in this market. For 2026, BAH rates at JEB Little Creek-Fort Story increased 3.5 percent from 2025. JEB Little Creek-Fort Story ranks 10th highest among all joint bases nationally for BAH rates.

Per the Defense Travel Management Office, enlisted rates for 2026 at JEB Little Creek range from approximately $1,707 per month for E-1 through E-4 without dependents to approximately $2,796 per month for E-9 with dependents. Officer rates run up to approximately $3,366 per month for O-7 with dependents. Service members with dependents receive approximately 20.2 percent more BAH than those without.

Use the official DTMO BAH Calculator at defensetravel.dod.mil to confirm your specific rate by zip code and rank before making any financial decisions.

On Base Housing

On base family housing at JEB Little Creek-Fort Story is managed by two companies. Lincoln Military Housing manages Navy personnel housing at 757-802-3390. Balfour Beatty Communities manages Fort Story Army personnel housing at 757-962-3511.

Lincoln operates seven communities with two to five bedroom homes in various neighborhoods on the installation. Contact the Navy Housing Service Center at 757-462-8939 to start the application process. Waitlists exist. Contact both companies the moment you receive orders rather than waiting until you arrive.

Medical Care

Primary medical care for JEB Little Creek-Fort Story personnel is provided through the Boone Branch Health Clinic located at 1035 Nider Boulevard, Suite 100, reachable at 757-953-8351. The full Naval Medical Center Portsmouth, one of the Navy's premier medical centers, is approximately 20 minutes away and handles specialty care, surgery, inpatient services, and complex cases.

Why Chic's Beach Works for Military Families

The commute case is the starting point. But the full picture of why military families choose Chic's Beach over other neighborhoods close to Little Creek goes well beyond drive time.

The Chesapeake Bay beach at Chic's Beach stretches approximately two miles. The water is calm. Waves are minimal. The bay beach is genuinely safe for young children in a way the Atlantic surf is not. Families with young children who have experienced both consistently choose the bay side. For a military family arriving on PCS orders and trying to build a sense of home quickly, the beach at the end of the street is not a luxury. It is a genuine quality of life anchor.

The Shore Drive corridor has a dining scene that rivals any part of Virginia Beach. Buoy 44, Hot Tuna, Chick's Oyster Bar, Chic's Laundry, 1608 Crafthouse, Froggie's Smoke and Taphouse, Pleasure House Brewing, and American Brew are all within a short drive or golf cart ride. These are locally owned establishments with loyal followings, not chains. The Shore Drive Farm Market runs every Saturday from 9am to noon. The community organizes around it.

The golf cart culture is real. In warm months, families ride to the beach, to the brewery, and to the farmers market without getting in a car. That kind of neighborhood character does not exist in suburban military corridors. It belongs specifically to Shore Drive.

First Landing State Park, Virginia's most visited state park, sits approximately five miles east along Shore Drive with 2,888 acres of trails, camping, fishing piers, and kayak launches on the Chesapeake Bay. The Lynnhaven Boat Ramp at 3576 Piedmont Circle provides public boat launch access to the Lynnhaven Inlet and Chesapeake Bay just west of the Lesner Bridge.

The Schools

Chic's Beach is served by Virginia Beach City Public Schools. There are no Department of Defense Education Activity schools on the JEB Little Creek-Fort Story installation or in the immediate area, so all military children attend Virginia Beach City Public Schools.

The pipeline for Chic's Beach addresses runs through Hermitage Elementary School or John B. Dey Elementary School for PreK through Grade 5, Great Neck Middle School for Grades 6 through 8, and Frank W. Cox High School for Grades 9 through 12. Cox High School is rated A by Niche with 56 state athletic titles and strong college placement. Always verify the specific school assignment for any property by address at the Virginia Beach City Public Schools website before making a purchase or rental decision.

Cape Henry Collegiate School is a well regarded private PreK through Grade 12 option serving the corridor.

The PCS Buyer and Renter Reality

Approximately 57 percent of Chic's Beach residents rent, driven directly by military rotation cycles at Little Creek and Fort Story. That figure creates consistent demand for rental housing year round, not just in summer. Military families arriving on PCS orders absorb available rental inventory fastest during spring and early summer PCS season.

Rental rates in Chic's Beach run from approximately $1,800 per month for smaller units to $4,500 or more per month for larger homes with premium positioning. BAH rates for most Little Creek personnel cover a meaningful portion of that range depending on rank and dependent status.

For military families considering a purchase rather than a rental, the VA loan is the most powerful tool available in this market. Zero down payment. No private mortgage insurance. Competitive interest rates. And in a corridor where military buyers make up a significant share of the purchase market, sellers and listing agents are experienced with VA transactions. The misconception that VA offers are less competitive is not supported by the reality of this specific market.

The PCS to Landlord Strategy

One of the most compelling scenarios for military families buying in Chic's Beach is the purchase-now-rent-later approach. Buy using a VA loan during your current tour. Build equity while you are stationed at Little Creek. When orders come, instead of a forced sale, convert to a rental in one of the most consistent military rental corridors in Hampton Roads. Many military families in Chic's Beach have built meaningful real estate portfolios across two or three PCS cycles using exactly this approach.

What to Do Right Now If You Have Orders to Little Creek

Get pre-approved before you start seriously shopping. If you are eligible for a VA loan, that conversation happens first. Contact Lincoln Military Housing at 757-802-3390 and the Navy Housing Service Center at 757-462-8939 the moment you have orders, not after you arrive. Waitlists for on base housing are real.

I know this market, I know the sub-neighborhoods, I know the flood zone variables, and I can save you significant time by matching your priorities, budget, and timeline to the right options from the beginning.
